What rank is a 2.3 gpa going into my junior year of high school? Good? Bad? Average? Can I bring it up in time?

My unweight gpa freshman year was about 2.35, and 2.3 my sophmore year. I did volleyball and cheerleading, I've done about 24 hours of community service and I have a 20 on my last ACT. I'm going into my Junior year in high school. If I get all A's the next two years and improve my ACT, will I be in good standing for scholarships? I need a scholarship. Help please?
