What are the fighting ranks of characters in Super Street Fighter 4?

I have trouble trying to properly rank all of the fighters in Super Street Fighter 4. And no, I'm not referring to the tiers (S,A,B,C,D, and all that) I'm referring to their power by the canon. For example, Yuri is more powerful than Chun Li because she outclassed her without even trying. So now that you've had an example, what would the ranking list be for all the characters be for their canon fighting power and not the video game tiers?
